Public Administration in Germany has suffered pressure for reforms. Along the 90's, a broad movement towards modernization has been established, mainly envolving municipal administration. The most common strategies used nowadays to reform the German public administration are: privatization, lean administration and internaimodernization (new management model, agencies to public services). This is a modern public administration framework which reduces the antagonism between state· and society as well as between private and public delivery of public services. To summarize, the German modern public administration is based on a patternship between private and public sectors and on cooperation between state agencies, private organizations and non-profit organizations.
