Political articulation for evaluating the financial inclusion promoted by the Central Bank of Brazil

Abstract

This article analyzes the relationship between (i) political articulation activities created to obtain data and information necessary to evaluate a public policy and (ii) the availability (or unavailability) of such data and information. We studied the financial inclusion policy conducted by the Central Bank of Brazil (BC) from 2009 to 2012 as a case study. The main financial inclusion initiatives related to this policy and promoted by BC in the period are described, as well as the political articulation needed, directly or indirectly, to obtain such data and information. The article concludes that political articulation activities contribute significantly to obtain data and information to evaluate a public policy.
