Diversification as an expansion strategy in a public research institution: an evaluation using the dea model for efficiency analysis

In order to provide support to public health initiatives in Brazil, Evandro Chagas Clinical Research Institute (IPEC/FIOCRUZ) endeavours to integrate clinical research, technological development, education and the production of services in the field of infectious diseases. To assess the performance of this model, in this work we evaluate eight IPEC Integrated Actions ( PAIs) in the period 2002-2008, using Data Envelopment Analysis - DEA for the calculation of an efficiency border and to suggest the required changes in operation plans. Markovian analysis indicated the number of inefficient PAIs in the long run. Conclusions were in the sense that: the new format has disclosed the existence of efficient organisational paths; DEA models may be used to routinely follow up performance, to reinforce commitment and to promote pro-efficiency solutions; and a smooth tendency of efficiency loss in the long run could be identified.
