This article discusses the slogan 'Ordem e Progresso' introduced in the brazilian flag and the problems associated to it. to fullfill this aim it is analysed the republics proclamation in 1889 extressing the social forces which took part in that movement. The 'Ordem e Progresso' slogan came from the positivism which exhibitsa strong authoritarian content. This heritage present until now, has contributed to a low self steem as well as has difficued the emergence of a democratic nation.
