The process of construction of the SUS has pointed problems and challenges to managers and technicians of the sector, such as the implementation of new methods of management and the offering of health services, especially in complex unities, which is the case of public hospitals. The aim of this research is to analyse the adoption of models of management in public hospitals focusing on Social Organizations in the State of Bahia. The conceptual framework is the theory of the cycle of public policy, the inductive method, secondary sources by means of documental revision, and primary sources, in a whole of 31 interviews. The research focuses the moments of pre-decision and governmental decision about the changing of management paradigm of hospitals.
