Políticas de governo e planejamento estratégico como problemas de escolha pública: II

This paper shows the link between economics and politics in the study of collective and public choice. More precisely, it sustains that government policy (or strategic planningJ are influenced by the political process and it depends on the organization ofsociety in rent-seeking pressure groups. Thefirstpart analyses the exogenous constraints to individual action in the state; the second part deals with the agency matter by sfudying the role of the internaI constraints to individual adion inside the organization. Theconclusion discusses how this viewabout government policy introduced here must complement the traditional point of view about the analysis of the political process and public agents'adions.
