Corporate Social Responsibility (CSR) has been discussed in both the academic and business circles, having been portrayed as a strategy that may contribute to the financial performance of companies, a strategic response to institutional pressures incurred by the companies, a mere speech marketing, or even a post-profit activity. The discussion on the topic remains centered organizations and other actors (stakeholders) are treated as adjuncts satellites. The purpose of this study is to shift the center of discussion on Corporate Social Responsibility (CSR), the company for civil society and respond to the following investigative question: to what extent the discourse and practices are congruent Petrobras, from the perspective of community lives around the Duque de Caxias Refinery (Reduc)? It is based on the belief that something fundamental has been lost in the search for solutions purely technical-instrumental, which resulted in the generation of an utilitarian and calculating society. Unlike other studies that aimed to analyze the correlation between CSR and financial return, public policy or social investment, this seeks to analyze the speech Petrobras on CSR and confront him with the look of residents of the community. It was understood the need to give voice to those who are marginalized and forgotten in official speeches, in this case, the community of Campos Eliseos. Thus, we conducted an empirical research in the community, located in Duque de Caxias, using different ethnographic approaches, such as autoethnography and photoethnography. We found that the image that communicates externally Petrobras is the great virtue of having an agenda and ensures that its activities for ecological practices and politically correct, but it was found that the surrounding community does not share the view that Petrobras announces externally in their Security Policies, Health and Environment, which is to have a great civic virtue. It is understood that organizations are accountable not only to shareholders but also employees, media, government and the communities in which they operate and with which they interact. Advocates the democratization of decision-making organization, which should be given on the basis of a more participatory dialogue with all social partners.
