The aim of this paper is to evaluate the process of institutionalization of the National Policy Solid Waste (PNRS) from one of its structural elements - the shared management of solid waste. The cities of the Metropolitan Area of Aracaju (RMA) were elected as the object of study. Based on qualitative research conducted through interviews with experts and representatives of RMA municipalities and documentary research, this paper analyzes the obstacles to institutionalization of shared management. The results indicate the existence of elements of the local context that constrain the realization of national policy and suggest the importance of studies to monitor the implementation of national policy in other local realities in Brazil.
