Principles of results-oriented management in the municipal sphere: Curitiba City Hall case study

The scientific study of results management (GpR) has been the subject of discussion, debate and research in city halls and universities. The objective of this article is to analyze how the principles of results-oriented management arise, identifying their presence in municipal planning and management in the city of Curitiba. The research methodology used was the case study, applied to the management of the Curitiba city hall from 1997 to 2010. The research protocol considered the variables that were characterized as qualitatively and quantitatively oriented in four different periods of the time. The results measured indicated evidence, the characteristics and the different influences of the variables during the observed periods, showing that the municipal administration presents an evolutional and continuous process caused by the planning movements of several decades. The presence of the principles of a GpR was identified as being strong, both per period and per variable, with an average of 87% of presence of the variables in the periods studied. The contributions of this study can be useful for the academic community, the researched municipal administration, managers, other city halls and society. The study's conclusions indicate that this theme can be of help to determine and formulate appropriate strategies for municipal management that prioritizes results for the society.
