The aim of this paper is to discuss the formative experience of PELC in Vitória, Espírito Santo, pointing to the possibilities and difficulties of this political action. For this, we conducted a descriptive-analytical research, through qualitative approach, based on content analysis. It was verified that the formation of the PELC Vitória failed to meet the formation process of the social agents, as well as the recommendations of the national guidelines of the program. Furthermore, there is a discontinuity of social agents between the first and the second covenants of the program in the municipality.
