30 years of the citizen constitution: a recuperation of the constituent social speech of Ulysses Guimarães based on the Bakhtinian philosophy of language

Abstract

In this article, we analyze the speech of Federal Deputy Ulysses Guimarães on the day of the promulgation of Constitution 1988 Brazil using the language philosophy of the Bakhtin Circle. As chairman of the Commission responsible for formulating the document, it fell to Ulysses, in the end, the task of declaring it promulgated. T the parliamentarian did this in a historic speech. This speech is called “Ulyssian speech” or “promulgating speech”, because it is understood that the essence of the Constitution, which had its 30 year anniversary in 2018 - a period characterized by crises, instabilities, illegalities and reduction of social rights -- needs to be recuperated in the Brazilian social sphere and serve as inspiration to continue struggles for the fulfillment of rights. The work is primarily philosophical, but, valuing the interdisciplinarity of the theme, it is also socio-historical, legal and linguistic. The results show that the object is an ideological sign that reflects the main facts that occurred prior to the constitution, as well as demonstrates part of the social and political conflicts that occurred to make this important law and, in this sense, its recuperation 30 years later promotes the social goal of expanding democracy and guaranteeing basic social rights for all Brazilians.
