POLITICAL-ADMINISTRATIVE SYSTEM AND THE INTERACTIONS IN THE IMPLEMENTATION OF PUBLIC POLICIES

This paper proposes a systemic sociological analysis of street-level bureaucracies and their possible effects on trajectories of inclusion and exclusion. Based on Niklas Luhmann’s sociology, the specific object of the analysis is the autonomy of interaction in the production of structures of social expectations that can guide decisions about inclusion and exclusion in organizations implementing public policies. The result is a multilevel systemic model to observe the street-level bureaucracy, articulating different levels of systemic formation, such as organization, interaction, social networks and function systems. In this framework, the multidimensional analysis of the forms of inclusion and exclusion makes it possible to observe and compare the relative weight of the implementing interactions and the relational dimension of the State for trajectories of inclusion and exclusion in each sector of public policy.
