The work discusses the Brazilian Defense Policy focusing on the defense industry and related Research and Development activities. Using the Policy Analysis approach, scarcely employed in our milieu to study our public policies, and in the international one to study military affairs, it investigates the defense industry revitalization game. And, from the information explored through Defense Economics, the work analyzes how the actors are adapting their agendas and trying to impose a decision making model coherent with their interests and values. Its conclusion challenges the common sense about the postponement of the defense industry. The field is, then, opened for the assessment of the advanced hypotheses and for a proper orientation of the revitalization process.
