Contributions to the democratic education management debate: focusing on Rio Grande do Sul municipal laws

Abstract:

The article intends to contribute to the debate on the democratic management of public education based on the mapping of municipal legislation on this subject. The focus is placed on filling the position of school manager and the research is made at the municipal network of the 12 most populous cities in the state of Rio Grande do Sul. By mapping and examining these municipal laws, the research contributes to the debate in two ways: a) contextual and urgent need of having laws that regulate the democratic governance issue, since, b) where the law is absent, there is a possible pairing of the concept of democratic management to the mechanism/action for the election of school directors/managers. Adopting an analytical-reconstructive methodology, the research is based on document analysis and on the creation of key categories that help questioning the findings of the research. It concludes that the democratic progress made by the municipalities under analysis confirms the need of rules for the democratic management aiming at preventing that one of its mechanisms or actions - the election of directors - represents the whole concept.
