O presente trabalho focaliza o complexo processo de integração bilateral Brasil-Argentina, iniciado formalmente na década de 80, desdobrado em sua dupla abrangência: a) cooperação pacífica da tecnologia nuclear; b) constituição de um mercado comum. A evolução desse processo conduziu-se através de ciclos fundamentais: primeira etapa, antecedentes de aproximação; segunda etapa, os decisivos instrumentos da ampla integração; terceira etapa, solidificação de duas bases, uma de nível tecnológico nuclear, pactuando um sistema sui generis de salvaguardas e a vigência do Tratado de Tlatelolco (emendado), e, outra, de nível econômico pelo Tratado de Assunção, instituindo o Mercosul.

Abstract in English:

The present work focuses on the complex bilateral integration process involving Brazil and Argentina that began formally during the 80's, and displayed in its double scope: a) pacific cooperation on nuclear technology; b) constitution of a common market. This process evolution took place in three fundamental circles: the first one, approximation antecedents; the second one, decisive instruments for a large integration; and the third one, the solidification of two basis, one at the nuclear technological level, joining the two countries in the sui generis back up system and the operation of the Tlatelolco Treaty, the other, at the economic level instituting the Mercosur by the Asunción Treaty.

Este artigo comenta algumas das críticas feitas à proposta de criação de uma moeda única para o Mercosul. Esclarece-se que a proposta deve ser entendida como uma meta a ser alcançada após a concretização de uma série de pré-requisitos, explica-se por que a interpretação de que a proposta só interessa à Argentina não nos parece correta e expõem-se os motivos pelos quais algumas das outras críticas, ainda que corretas, não invalidam a unificação monetária. O texto conclui com uma reflexão a respeito da necessidade de o Brasil definir que papel pretende desempenhar no contexto mundial, daqui a 15 ou 20 anos.

Abstract in English:

This article comments on some of the criticisms made to the proposal of a currency union among the Mercosur countries. It is clarified that the proposal must be understood as a target to be achieved after fulfilling a set of requirements. Besides, it is explained why we believe that the interpretation that the proposal would only be beneficial to Argentina is wrong and why some of the other criticisms, even being correct, do not invalidate the monetary unification. The paper concludes with a reflection about the Brazilian necessity of defining which role the country intends to play in the world, in 15 or 20 years.

No momento em que o MERCOSUL se posiciona para mais uma rodada de negociações multilaterais no âmbito da OMC, além das negociações já iniciadas com a CE dentro do acordo interregional e com o NAFTA dentro do ALCA, dois temas se revestem de grande interesse: investimentos e concorrência. O artigo analisa como tais temas evoluíram no cenário internacional desde a Carta de Havana, passando pela UNCTAD e pela OCDE, para finalmente chegarem na OMC. O objetivo do artigo é dar elementos para a discussão desses dois temas nas negociações futuras do MERCOSUL.

MERCOSUR is positioning itself to start negotiations in several fronts: inside WTO in the next round of multilateral negotiations, with the EU in a inter-regional agreement and with NAFTA inside the FTAA. Two themes are relevant to these negotiations: investment and competition. This article analyses the evolution of these themes in the international context from the Havana Charter, through UNCTAD and OECD, to arrive in the WTO. The objective of this article is to give some elements for the discussion of these two themes in Mercosur's future negotiations.

O artigo apresenta uma reflexão de teoria e política, que busca inserir a análise da política exterior de Argentina, Brasil e Chile no quadro das relações hemisféricas (Estados Unidos) e do Mercosul. No caso dos três países latino-americanos, apresenta-se uma identificação das tendências predominantes na interpretação da inserção possível, da visão de si mesmos no atual sistema internacional e uma aproximação geral das agendas bilaterais, sub-regionais e da agenda hemisférica norte-americana.

The article presents a reflection about theory and politics, a reflection that look forward to insert the analysis of Argentina's, Brazil's and Chile's foreign policy in the context of hemispheric relations (with the United States) and of Mercosur. In the case of the three Latin-American countries, the article identifies the major tendencies on the interpretation of the possible insertion, of these countries own view in the nowadays international system and a general approximation of the bilateral, sub-regional and North-American hemispheric agendas.

O artigo demonstra que as relações regionais na África Austral sofreram uma mudança dramática que transformou esta região de conflito, a partir de 1989, em uma zona de relativa paz e segurança entre os Estados. O abandono da política sul-africana de desestabilização foi instrumental neste processo. Dentro do novo clima de paz e consenso político, surgiram outras fricções, principalmente de carácter econômico, que deixam a região pendular entre um grande compromisso para integração e "guerras comerciais". De novo, a política regional da África do Sul é o fator decisivo para o surgimento desta constelação. Ela oscila entre forte retórica moral e puro racionalismo econômico.

The article demonstrates that the regional relations in the Southern Africa experienced a dramatic change which transformed this conflict region, after 1989, into a relative peaceful and safe zone between states. The abandonment of South Africa destabilization policy was instrumental in the process. Inside this new atmosphere of peace and political consensus other friction, mainly economic ones, rose and make the region oscillate between a great commitment with integration and "commercial wars". Again, South Africa regional policy is decisive for the rising of this constellation. It oscillates between a strong moral rhetoric and a pure economic ratio.

Este artigo analisa as circunstâncias que envolveram a Guerra do Chaco, entre Paraguai e Bolívia, na primeira metade do presente século. Faz-se um estudo da evolução da situação política e econômica na região desde a Guerra da Tríplice Aliança, ressaltando também os interesses dos países vizinhos na disputa dos dois países beligerantes pela região do Chaco. Paraguai e Bolívia enfrentaram-se em torno da posse da região por motivos econômicos, sobretudo no caso do Paraguai, e por motivos estratégicos, precipuamente no caso da Bolívia que teria, com a tomada do Chaco, acesso à bacia platina e, assim, maior facilidade de escoamento para a sua produção petrolífera. A deflagração do conflito envolveu mais diretamente os interesses da Argentina e do Brasil, que tiveram importante papel no desenrolar e na conclusão da Guerra do Chaco.

This article analyses the circumstances that surrounded the Chaco War, between Paraguay and Bolivia, in the first half of the current century. It studies the evolution of the political and economic situation in the region since the War of the Triple Alliance, stressing also the interests of the neighbouring countries in the dispute of the belligerent countries over the Chaco. Paraguay and Bolivia fought each other in order to control the region guided by economic reasons, mainly for Paraguay, and strategic ones, mostly for Bolivia, which, by possessing the Chaco, would have access to the Plata Basin and easier drainage to its oil production. The deflagration of the conflict involved more directly the interests of Argentina and Brazil, two countries that played an important role in the development and in the conclusion of the Chaco War.
