Implementation analysis of the primary health care actions in the Family Health Program at a municipality of a Metropolitan Region in the Northeast of Brazil

OBJECTIVES: to asses the implementation of strategic areas of Family Health Care Teams for basic care in Camaragibe, state of Pernambuco, Brazil. METHODS: evaluative research study, implementation analysis through a single case study at one level of analysis. The degree of implementation was assessed as well as its influence in the final results. RESULTS: level of implementation considered completed for woman healthcare, hypertension control, diabetes, and tuberculosis and Hanseniasis elimination; partially implemented for child healthcare; not implemented for dental health. The scope of strategic areas was partially implemented. As for compatibility between degree of implementation and results, coherence between woman healthcare actions, hypertension and diabetes control was assessed. For the other actions strict rule compliance by healthcare services not always reflected favorable result indicators. The ratio of dental healthcare with the results was impossible because of the insufficient offer of this type of care in the municipality. CONCLUSIONS: the degree of implemented partially effected for the scope of strategic areas and healthcare indicators in the municipality confirms the option of further developing this model of healthcare and the need to overcome the critical issues identified.
