RIGHT TO HEALTHCARE AND PRIORITIES: INTRODUCTION TO AN INEVITABLE DEBATE

Abstract

The right to health care encompasses great complexity and involves a variety of needs, requests, and limitations. In a scenario of limited resources, it is pivotal to face the issue of priority setting in health care and the criteria that validates it. This paper aims to present the main criteria that are being discussed around the world for priority setting in health care: material criteria (which prioritizes a set of diseases, or groups of people or some health care treatments), procedural criteria, and the multicriteria formulas.
