The authors relate research about characterization of new services of mental health in Ceará. The data have been collected from visiting to services of mental health unities and filling applications up. The results have shown that the services for mental health face great difficulty which impair it's perfomance and the quality of assistence to the clients. The majority of the tecnicians do not live at the principal town, either do not have a permanent job, they also usually do not have the assurance of mental health events. There is great difficulty of internment of the mental pacients in a general hospital. The great majority of the towns do not have a Municipal Mental Health Commission. Such commission would give better tecnical support of planning. The researchs could evidence a leak of basic psychotropic medicines. Yet there is not researches aiming to avaliate the level of assistence giving on the services of mental health.
