In 1991, the International Council of Nurses (ICN) initiated a process in which the central question revolved around the establishment of a system of communication (local, regional and international), initiating specific nomenclature in order to describe the most diverse nursing practices in the world. What instigated this process was the demonstration of the fact that most of the actions of nursing work, the enormous gamut of actions accumulating since its genesis - in the modern conception - still continues to be unseen. This is due, among other causes, to the lack of existence of data which clearly expresses - individually or collectively - the objects of the works confronted in nursing.

Taking this preoccupation into consideration, associated with the real necessity of capturing the distinct practices of nursing within the Brazilian collective healthcare scene, the Project for Classification of Nursing Practices in Collective Health in Brazil was established in 1996.

Considering the history and the dynamism of transformations within the health sector, caused by broad social transformations (the productivity and lifestyle of Brazilian society), the general objective of the present project is to contribute to the transformation of nursing practices involved in collective healthcare, based upon the Brazilian Sanitation Reform, the wellness/illness profile of the population and the constitutional inscription of nursing in the process of promotion of health. Thus, the development of the Project will take into consideration either the process as well as, principally, to refer to the qualification and re-qualification of the nursing workforce, emphasizing the instrumental knowledge .

The central purpose of the project are: A) Establish the mechanisms of cooperation for the classification of nursing practices in the collective health in the country; B) Revise the nursing practices in collective health in Brazil, within the context of the process of health promotion, within the Unique Health System implanted; C) Construct an information system of the nursing practices in collective health which permits its classification, exchange of experiences and interchange of speech at national and international levels.

The development of the present project will count on the financial support of the W. K. Kellogg Foundation, with its ABEns-Sector (Brazilian Association of Nurses -Sector), operative base shared by the Academy and the Service, monitored by regional supervision (cores A, B, C, D, E, and F) and coordinated by the team of the General Coordinator of the Project. The initial chronogram is three years, spanning 1997-2000.
