RESUMO Os países altamente endividados, particularmente os latino-americanos, apresentaram resultados econômicos negativos na década de 1990, que são a consequência da “estratégia de crescimento com poupança externa”, ou o Segundo Consenso de Washington. Juntamente com a liberalização dos fluxos financeiros internacionais, tal estratégia, que não fez parte do primeiro consenso, levou os países, na onda de um novo ciclo mundial de fluxos de capital, a déficits elevados em conta corrente e aumento da dívida externa, ignorando a restrição da solidez e o limiar da dívida. Em termos práticos, envolvia moedas supervalorizadas (baixas taxas de câmbio) e altas taxas de juros; em termos políticos, a tentativa de controlar o déficit orçamentário enquanto o déficit em conta corrente foi ignorado. A consequência paradoxal foi a adoção, pelos países altamente endividados, do “populismo cambial”, uma forma menos óbvia, mas mais perigosa, de populismo econômico.

ABSTRACT Highly indebted countries, particularly the Latin American ones, presented dis- mal economic outcomes in the 1990s’ which are the consequence of the “growth cum foreign savings strategy”, or the Second Washington Consensus. Coupled with liber- alization of international financial flows, such strategy, which did not make part of the first consensus, led the countries, in the wave of a new world wide capital flow cycle, to high current account deficits and increase in foreign debt, ignoring the sol- vency constraint and the debt threshold. In practical terms it involved overvalued currencies (low exchange rates) and high interest rates; in policy terms, the attempt to control de budget deficit while the current account deficit was ignored. The para- doxical consequence was the adoption by highly indebted countries of “exchange rate populism”, a less obvious but more dangerous form of economic populism.

RESUMO O objetivo deste trabalho é estudar a dinâmica política da reconstrução do federalismo no Brasil durante o governo Geisel, no início da transição brasileira para a democracia. Essa análise começará em novembro de 1974, quando os resultados da eleição levaram o governo federal a começar a usar as relações econômicas e políticas do federalismo para conduzir e controlar dois projetos complementares: a liberalização política controlada e o Segundo Plano Brasileiro para o Desenvolvimento.

ABSTRACT The aim of this work is to study the political dynamic of the reconstruction of federalism in Brazil during the Geisel Government, in the very beginning of the Brazilian transition to democracy. This analysis will begin in November 1974, when the results of the election moved the federal government to start using the economic and political relations of federalism to conduct and control two complementary projects: the controlled political liberalization and the Second Brazilian Plan for Development.

RESUMO Em palestra sobre o desenvolvimento da ideia de uma Renda Básica Incondicional proferida no dia 17 de agosto de 2002, na Universidade de São Paulo, o professor ­Phillipe Van Parijs afirmou que a introdução de um programa como esse, em países continentais como o Brasil, deve ser feita de forma gradual.

Seu objetivo é examinar, em ambos os pensamentos, os limites explicativos e o significado de porque um resultado social benéfico emergiu de uma economia baseada no mercado.

ABSTRACT This paper is concerned with collective benefits arisen from operation of a market-based economy, contrasting traditional Neoclassical explanation with Adam Smith approach in The Wealth of Nations. Its aim is to examine, in both thoughts, the explanatory limits and the meaning of why a beneficent social outcome emerged from a market-based economy.

RESUMO O artigo apresenta brevemente a análise de Pierre Rosanvallon da Welfare State Crysis, a fim de lançar alguma luz sobre o presente debate sobre a Reforma da Segurança Social Brasileira. Em especial, são discutidos o conceito de justiça e a coesão social incorporada em algumas medidas propostas para trazer equilíbrio financeiro de longo prazo ao sistema.

ABSTRACT The paper briefly presents Pierre Rosanvallon’s analysis of the Welfare State Crisis in order to shed some light to the present debate about the Brazilian Social Security Reform. RESUMO Em seu livro Institutions, Institutional Change and Economic Performance North se propõe explicitamente a tarefa de formular uma teoria sistemática sobre a mudança institucional. Ao fazer isso, ele abandona alguns dos pressupostos neoclássicos que até então estiveram a informar a sua obra, o que lhe torna possível transformar em problemas genuínos de pesquisa uma série de fenômenos anteriormente encarados como simples anomalias, fatos brutos que, embora reconhecidos, mantinham-se como elementos exógenos ao modelo. Inserindo o argumento do autor na linha de reflexão tecida por ele ao longo do tempo, o objetivo do artigo é o de apresentá-lo com fidelidade e submetê-lo à crítica, salientando as dificuldades que dele se originam quando formulamos perguntas sobre o desenrolar dos conflitos que acompanham e impulsionam os processos históricos de mudança institucional. Trata-se, portanto, de um artigo teórico-metodológico que põe em comunicação duas disciplinas vizinhas (a Economia e a Ciência Política) e duas vertentes do Novo Institucionalismo (nacionalista e histórica).

ABSTRACT In his book Institutions, Institutional Change and Economic Performance North explicitly sets out the task of formulating a systematic theory of institutional change. In doing so, he abandons some of the neoclassical assumptions that had so far been informing his work, which makes it possible for him to turn into genuine research problems a series of phenomena formerly regarded as simple anomalies, which, though acknowledged, still held. as elements exogenous to the model. By inserting the author’s argument in the line of reflection woven by him over time, the aim of the article is to present it faithfully and to criticize it, highlighting the difficulties that arise from it when we ask questions about the conflicts that accompany and drive the historical processes of institutional change. It is, therefore, a theoretical-methodological article that communicates two neighboring disciplines (Economics and Political Science) and two strands of the New Institutionalism (shareholder and historical).

RESUMO Este artigo analisa a retórica de Douglass North. Após uma breve discussão sobre a relevância dos estudos retóricos para fins metodológicos, investigamos o discurso do autor em Instituições, Mudança Institucional e Desempenho Econômico (1990) em duas etapas. A primeira lida com a maneira pela qual North fornece sua teoria - o foco principal aqui é na maneira como ele “fala” com seu público. A segunda mostra o uso do autor de algumas das regras retóricas clássicas propostas por Arida (1983). Na última seção, discutimos alguns aspectos do trabalho de North, considerando outros estudos com a mesma tarefa no Brasil.

ABSTRACT This paper analyses the rhetoric of Douglass North. After a brief discussion about the relevance of rhetorical studies for methodological purposes, we investigate the author’s speech in Institutions, Institutional Change and Economic Performance (1990) in two stages. The first deals with the way in which North delivers his theory - the main focus here is in the way he “talks” to his audience. The second shows the author’s use of some of the classical rhetorical rules as proposed by Arida (1983). In the last section we discuss some aspects of North’s work considering other studies with the same task in Brazil.

RESUMO As ideias de Douglass North, apesar de seu prêmio Nobel de 1993, ainda são pouco conhecidas entre os economistas brasileiros. Esse desconhecimento é deplorável não apenas pela relevância de suas ideias para a teoria atual do desenvolvimento, mas também por sua nova (e bastante heterodoxa) contribuição para a análise do papel econômico do Estado moderno. Este artigo apresenta uma síntese da discussão de North sobre o papel institucional do Estado no sistema econômico. Mostra-se que, no pensamento de North, esse papel compreende não apenas a aplicação dos direitos de propriedade, mas, mais importante, a definição e atribuição desses direitos.

ABSTRACT Douglass North’s ideas, notwithstanding his 1993’s Nobel award are still barely known among Brazilian economists. This unawareness is deplorable not only because the relevance of his ideas to current development theory but also for his new (and rather heterodox) contribution to the analysis of the modern State’s economic role. This paper presents a synthesis of North’s discussion concerning the institutional role of the State in the economic system. It is shown that in North’s thought that role comprehends not only the enforcement of property rights but more importantly the definition and attribution of those rights.
