The basic operational norms (NOB) in the health decentralization process

This article analyses the four Basic Operational Norms (NOB) edited by the Ministry of Health from 1991 to 1996. They are the main normative tools in the decentralization process of health services in Brazil, which is one of the main pillars of the National Health System. In this study, the authors analyse the main characteristics of decentralization, based on NOB approach, related to the political historical context and their principles. In conclusion, the study highlights that the decentralization process has been implemented by the NOB. However, they have transcended their regulatory role and are being applied as political tools, conforming a new health care model and also influencing health policy.
