Shared regional planning in Minas Gerais: progresses and challenges

The study aimed to analyze regional health planning in Minas Gerais in order to verify the main progresses and challenges. It was conducted a case study of regional planning in 2007-2012. Analyzed documents were: minutes, reports, and others produced in the regional planning process. Categories used as theoretical framework were: directionality, sharing and accountability. It was found that the directionality has been hampered because daily matters overlap. The degree of sharing of decisions was high. And, finally, the petition and accountability were quite fragile.
