The article presents a methodological discussion with focus on institutional policy of the Strategor French Group. We propose to expose a method of analysis of implementation of public policies in order to understand issues present in the institutional setting, through the determinants of institutional policy. This method could help awakening, in researchers and agents implementing policies, a more critical eye on public institutions to remedy problems that pervade the smooth progress of public policies. The aim is to collaborate to confer to the implementation stage a key position within the public policy process.
