The National Program for Access and Quality Improvement in Primary Care: faces of an innovative policy

The present article contextualizes the formulation of the National Program for Access and Quality Improvement in Primary Care (PMAQ-AB), analyzes different roles of the program in the new National Policy of Primary Care (PNAB), bringing together some of the results in their first three years of implementation. The analyzed data comprises the database of the PMAQ-AB and indicators of federal financing of the Unified Health System (SUS), allowing to realize an increase in resources at the federal level to Primary Care and an innovative course in relation to the content of the policy, the local mobilization and the production of a monitoring and evaluating culture grounded on the use of indicators of self-assessment and External Evaluation.
