Health Care Networks of Brazilian Unified Health System: 25 years of a fundamental contradiction between the Required Organization and the Current Organization

This paper examines what is considered to be the principal contradiction of Health Care Networks of Brazilian Unified Health System: the contradiction between its Required Organization integral and integrated throughout the national territory, and the federative and municipal essence of its Current Organization, structurally fragmented and disintegrated. It indicates why these Networks must be designed and built as an organization, integral and integrated throughout the national territory. It describes the Structure of Institutional Partners, the Required Organization and the Current Organization of these networks, and why the referred contradiction. It outlines some of the serious damage to these networks arising from this contradiction and suggests, to the debate, an alternative to this reality.
