The aim was to reveal aspects of the organization of primary health care in the 78 counties in the state of Espírito Santo - Brazil, in the evaluative context of the National Program for Access and Quality Improvement in Primary Care in the period of June to September 2012. Three axes were analyzed: 1. working in health: has shown desregulation of labor relations; 2. work procedure, planning and reception: devices operated satisfactorily; 3. structure, ambiance and accessibility: revealed difficulties in utilization of services by users due to the unsuitability of the environment. We notice progress and challenges in the expanding of access and improvement of quality in this context.
