Secondary dental care implementation in two municipalities in the state of Bahia/Brazil

This study aimed to analyze the secondary dental care implementation in two municipalities in the state of Bahia State. It involved two case studies in municipalities, which had 100% primary care coverage. Data collection methods involved semi-structured interviews with informants, document analysis, and participant observation. Data were examined using thematic content analysis and was theoretically guided by coherence postulate and Carlos Matus' government triangle concept. The present study confirms the local government has an important role in a successful policy implementation with federal level formulation and induction. The government purpose/project and its ability seem to be the most relevant categories.
