This is a qualitative research, conducted with seven institutional supporters of a county in the countryside of São Paulo, aiming to verify the experimental process in the management of Primary Care. From the thematic content analysis, it was discussed the construction of experience, identity and the necessity of supervision-support of the institutional supporter. Barriers in the development of new primary care and management practices are considered, with the challenge of institutionalizing the proposition and strengthen Permanent Education, as instruments for the reorganization of Primary Care management.
