The article discusses the environmental crisis related to water. The water governance in Brazil begins with PNRH outlined in Law 9.433 to 1997. In this legal framework, the governance of water is carried out with social participation, involvement and negotiation with stakeholders as a unit of the watershed management and decentralization. Thus, citizenship became the structural axis of democratic governance which implies knowledge, and effective spaces for participation. High lights the importance of proposing a more comprehensive solution, an intercultural dialogue that builds alternative to the global environmental crisis that can be conclusion.
