The resilience of cities across the torrential rains: Case study of the contingency plan of the city of Rio de Janeiro (Brazil)

The Civil Defense of the State of Rio de Janeiro has prepared an Action Plan which is the basis of the International Strategy for Disaster Reduction, ISDR of the United Nations UN. This Plan aims to minimize the impacts caused by major disasters. In Rio de Janeiro the torrential rains that usually plague the city in the summer cause massive flooding and landslides. This problem added to the characteristics of relief and disorderly occupation of the city affects mainly the residents of risk areas. This paper is based on the literature review focused on the theoretical framework of the Contingency Plan of the City of Rio de Janeiro - Rio-PEM.
