Abstract
This article analyses the partial results from a research aimed to comprehend the dilemmas of the political participation in Public Health System, focusing on the implementation of the National Policy of Strategic and Participative Management of the Unified Health System (ParticipaSUS) in Rio de Janeiro State. The research allowed to better understand this new field of political action - SUS ombudsman service, its main institutional characteristics, and the intrinsic dilemmas related to both its implementation and its effective operation as a way of social participation for the construction and guarantee of the right to health in Brazil. The present discussion is not restricted to a case study report, but it also points out and analyzes the general characteristics of ombudsmanships and contributes to the theoretical development of the social participation in the process of Brazilian State democratization.
