This article traces the genesis and evolutionary cycle of the contemporary methodological and conceptual debate being led by the principle multilateral international agencies and institutions that produce information on technological innovation, with concomitant consideration given to the methodological convergence practiced by Fundação Seade in the production of research and new statistical tools that measure the creation and dissemination of knowledge in the economy.
