The difference between the countries in the center of capitalism and those on its periphery, regarding social protection, is shocking. In the periphery there was difficulty in completing the Social Welfare State, in the same way the local elites blocked the advances of democracy. In spite of this, the small social apparatus constructed since the 1930's began to be strongly questioned after the 80's crisis. Thus, the challenge today is to overcome the social exclusion, by building a new social democracy.
