Social Policies in FHC government

The aim of this article is to analyses the set of social policies, which have been implemented since 1995. This is not a study of the money spent neither on the social area nor of the budget effectively appropriated by the poorest members of the population. The objective of this paper is to check to which degree the government has made an effective change in the way it deals with the social problem. It is true that some advances were made, but there is still the same kind of articulation between economical policy and social policy, between social policy and representation of the demands of non organized groups, putting an emphasis on the technical dimension of social programs of the framework. Above all, this article evaluates the timidity of the government in effective facing the poverty-inequality equation.
