Informal urbanization in Bogotá, between theory and urban policy

Abstract

There is an extensive literature that addresses the different perspectives in the study of informal urbanization, as well as the intervention policies inspired by these theories. This text addresses the links and disconnections between these two areas in the case of Bogotá. For the above, a synthesis of the theoretical lines that have guided the understanding of informal urbanization in Latin America since the 1940s is taken as a starting point and for Bogotá, the main urban policies that have faced the informal urbanization since the beginning of 20th century until 2021 are identified. This article discusses how political actions come into tension in the light of theories. Urban policies have taken turns from the first responses regarding the eradication of these settlements, to more recent interests to include the right to the city, and feminist views that are still being consolidated. The current challenge seems to point to the relocation of the cause of impoverishment and exclusion in the informal urbanization to social and political structures. Look that implies the recognition of the hierarchical and unequal positions that emerge in the planning processes.
