Ethical guidelines

The Revista Brazileira de Ciência Política is committed to the standards defined by the Committee for Integrity in Scientific Activity of the National Council for Scientific and Technological Development - CNPq, and it also follows the publication ethics instructions of the Committee on Publication Ethics – COPE. We recommend that authors and co-authors consult these sources before submitting articles or book reviews.

The Editorial Committee also combats all forms of discrimination against authors, editors, and reviewers based on personal or identity characteristics. We actively encourage applications from academics of diverse backgrounds.

We are committed to permanently safeguarding the correctness and quality of data and will clarify, remove, and correct any errors by the authors or those resulting from the editing process. With these sets of standards and instructions, the editors act to prevent irregularities and unethical behavior in the publication of articles, with special attention to avoiding plagiarism, citation manipulation, and data falsification, verified by the software, Turnitin. Should the editors become aware of ethical misconduct, they will promptly deal with the allegations based on the COPE Withdrawal Guidelines, ensuring that the author(s) of the text in question have the opportunity to present their position on the issue. After determining misconduct, the Journal will promptly publish a correction or expression of concern, and, where appropriate, apologies.

EDITORIAL POLICY

Preprints

RBCP accepts the submission of articles in SciELO Preprints so that, if applicable, they can be evaluated by reviewers before publication.

If the article is accepted, it will receive the same DOI number assigned at the time of Preprint publication. RBCP also accepts submissions of articles published in the proceedings of scientific events, in preliminary versions, and working papers.

The standard evaluation form adopted by the journal is double-anonymous. However, in the case of preprints, it is not possible to guarantee the anonymity of the authors, and therefore, the evaluation can be single-anonymous or open.

Peer review

Peer review and responsibility of evaluators (reviewers):

Manuscripts submitted to RBCP that comply with the editorial standards undergo an initial evaluation by the Editorial Committee members, who evaluate the contributions' adequacy to the journal's thematic scope. Once approved in the pre-selection, the contributions are sent to reviewers.

All articles are evaluated by at least two reviewers, who may be members of the Advisory Council or ad hoc reviewers with a Doctorate degree. The reviewers are provided with clear instructions along with the article to be reviewed, outlining the topics to be evaluated and expected quality standards. In issuing their opinion, they are asked to consider: i) the scientific interest for the field of Political Science; ii) knowledge of current studies on the topic; iii) the presence of innovative elements; iv) the adequacy or consistency of empirical evidence or, in the case of theoretical articles, the novelty, adequacy, and consistency of the approach taken and the arguments presented; and v) if the article is written clearly and coherently. Reviewers may reject, suggest modifications for resubmission, or approve for publication of the text. In case of divergent opinions, the contribution is necessarily sent to a third reviewer.

When agreeing to evaluate an article, reviewers are asked to declare any conflicts of interest concerning the authors and the research.

The reviews are strictly confidential.

The reviews serve as the basis for the editorial decision, with the Chief Editors and Editorial Committee reserving the right to publish or reject the submissions sent. After receiving the reviews through the journal platform, the authors are informed of the editorial decision, which can be of four types:

a) Accept;

b) Accept with minor modifications;

c) Revise and resubmit;

d) Reject.

When minor changes or second review are requested, the authors have 30 days to make the requested modifications. The new version of the text must be written using the Word Track Changes feature or similar (marking the changed sections in blue color), and the author must send in a separate file a Letter to the Editors and Reviewers explaining how the requested changes were adopted, or, if not adopted, justifications for that decision. After the authors send the new corrected version, the responsible editor may verify the requested modifications and decide if the article will be rejected or approved, or return it to reviewers to assess the adequacy of the requested changes.

In the case of the first request for revision and resubmission, authors have a 60 days to make the requested modifications.

After the manuscript is approved, it proceeds to copyediting and layout.

The Revista Brazileira de Ciência Política employs three methods of peer review:

1. Double-anonymous peer review: in this approach, the identities of both authors and reviewers are concealed from each other;

2. Single-anonymous peer review: in this method, authors disclose their identity, while reviewers' identities are kept confidential;

3. Open peer review: in this practice, the identities of both authors and reviewers are disclosed to one another.

The standard evaluation form adopted by the journal is double-anonymous. However, in the case of preprints, it is not possible to guarantee the anonymity of the authors, and therefore, the evaluation can be single-anonymous or open.

Authors will be asked at the time of submission whether or not they wish to waive their anonymity. Similarly, reviewers will be asked at the time of the request and acceptance of the evaluation if they wish to waive their anonymity.

Editorial board responsibilities

The editors-in-chief and associate editors review all articles received and have the responsibility and authority to reject or accept articles based on the reviews.

The editors-in-chief are responsible for appropriately selecting reviewers, considering the themes of the articles, and the output and reputation of academics considered as reviewers.

The editors-in-chief are responsible for ensuring agreed-upon quality standards.

The editors-in-chief have the responsibility to prevent malpractices and unethical behavior, especially plagiarism and fraudulent information.

The editors-in-chief have the responsibility to correct any errors by publishing corrections or retractions.

The editors-in-chief have the responsibility to permanently preserve the anonymity of the reviewers, as well as the anonymity of the authors of the articles under review.

Open data

This journal follows the Gold Open Access model.

In line with the principles of Open Science, RBCP adopts the following practices: open access; the ethics manual for editors; sharing data sets, instruments, scripts, guidelines, and additional materials in open online repositories, such as the Harvard Dataverse portal, the links to which are provided in the publication. Articles that report research results must indicate and reference the availability of the materials upon which content and results are based.

Fees

The Revista Brazileira de Ciência Política does not charge fees for the submission and evaluation of articles.

Ethics policy and misconduct, errata, and retraction

RBCP is committed to upholding scientific integrity and publishes Errata, Expressions of Concern, or Retraction Notices depending on the situation and in accordance with the COPE Retraction Guidelines.

To ensure an editorial policy committed to ethical publication standards, which encourage the identification of plagiarism, misconduct, fraud, potential ethical violations, and the initiation of proceedings, we strongly recommend that authors follow these steps before submitting texts to the journal:

a) Visit the COPE website, which contains information on research ethics for authors and editors;

b) Explicitly reference the data acquired, analyzed, or interpreted from other publications;

c) Cite any intellectual content from other authors;

d) Indicate the distinct roles played by each of the collaborators in the research outcomes;

e) Avoid omitting from the list of authors any researcher fully involved in the research and writing of the article.

After submission and during the desk review phase, all articles undergo a similarity check using the Turnitin system. At this time, the textual content of the manuscript is analyzed to identify similarities with others previously published.

Throughout the manuscript submission and evaluation process, the Editors-In-Chief, together with the journal's administrative staff, may carry out the following procedures when deemed appropriate:

a) Request formal explanations regarding the participation of the authors who sign the text;

b) Request formal explanations regarding any doubts, problems, and/or unclear points arising from the similarity evaluation of the manuscript;

c) The fabrication or falsification of data and images are serious misconduct. The evaluation process is meticulous in identifying such misconduct. Should doubts arise, the journal will request from the authors corroborative data of the methodology and results.

Upon reception of the results and explanations, it will be up to the Editor-in-Chief, together with the Associate Editors and, if pertinent, the Editorial Committee, to decide on the procedures regarding the manuscript.

When there is a contestation of the journal's decision regarding misconduct practices, a committee consisting of members from the editorial body and external to the journal will be formed to analyze the case.

An already published article in which misconduct was identified remains indexed in the SciELO database under the condition of being retracted. The retraction documents the reason for the retraction duly referenced, upon communication by the author, editor, or another authorized agent, and published in the same journal. The retraction can be partial when the misconduct applies to a specific part of the article, without, however, compromising the entirety of the published research. The article cannot be removed from publication. In the case of total retraction, the entire published content will be canceled, and only the text of the retraction with the justification sent by the editor and basic information about the article, such as title, author, affiliation, and abstract, will be published.

Cases of errors or failures, regardless of their nature or origin, that do not constitute misconduct, are corrected by means of errata. Errata will be published in cases of: a) correction of information incorrectly entered in tables, figures, frames, parts of the text; b) inclusion of information, such as the inclusion of a funding institution with contract number; inclusion of an author and inclusion of author affiliation, and c) exclusion of information considered good faith errors, and that do not affect the scientific structure of the document. The journal will publish errata, corrections, or retractions as quickly as possible.

Policy on conflict of interest

Conflicts of interest may be personal, commercial, political, academic or financial in nature. Conflicts of interest may occur when authors, reviewers or editors have interests that may influence the preparation or evaluation of manuscripts. When submitting a manuscript, authors are responsible for acknowledging and disclosing financial or other conflicts that may have influenced the work. If there is, even potentially, a conflict of interest, the author(s) must inform this in a signed document attached to the submission platform. For more information, see: Disclosure of Financial and Non-Financial Relationships and Activities, and Conflicts of Interest.

Adoption of similarity software

Adoption of software using Artificial Intelligence resources

Authors who use generative artificial intelligence should describe in the manuscript how they used the tool to ensure transparency and trust, as well as justifying the use of such a tool. The manuscript must specify in the methodology section or equivalent: a) the name and version of the AI tool used; b) the date and time of the consultation; c) whether the tool was used for analysis, generating results or writing code, and d) which part of the content was generated by an AI application.

Authors are responsible for all content submitted and specially approved for publication and must therefore adhere to the ethical guidelines governing misconduct, and it is the author's responsibility to check content generated or reviewed by this tool in order to avoid plagiarism, fabrication or falsification of texts and images generated by AI. Authors must also ensure that all quoted material is correctly attributed, including full citations.

Sex and gender issues

The editorial team of the Revista Brazileira de Ciência Política, in addition to the authors publishing in the journal, must always adhere to the guidelines on Sex and Gender Equity in Research – (SAGER). The SAGER guidelines direct the reporting of information on sex and gender in the study design, data analysis, and the results and interpretation of findings. Furthermore, the Revista Brazileira de Ciência Política adheres to a gender equity policy in the formation of its editorial board.

INSTRUCTIONS TO AUTHORS

Editorial objective and policy

The Journal accepts submission of unpublished manuscripts in Portuguese, Spanish, and English, which will be published in the original submission language. The manuscript must not be under review in any other journal. The translation and grammatical revision of articles in Spanish and English are the responsibility of the authors, and the Editors may reject publication if the articles are not grammatically adequate in their final version.

In case of approval of the article for publication, the authors are invited to submit the translation in English and/or Spanish (if originally written in Portuguese). Translations must be reviewed by a specialist or an equivalent professional, at the expense of the author(s). Translations carried out by artificial intelligence without professional and human review will not be accepted. The chief editors reserve the right to evaluate the quality of the translation and may reject a translated version that is not considered adequate.

The submitted manuscript must not be under review in any other journal. There are two accepted formats for evaluation by the journal:

Original Article: unpublished article presenting systematic academic research results and clear theoretical, empirical, or methodological contributions to the current specialized bibliography on its subject. The Revista Brasileira de Ciência Política also accepts articles previously published on the SciELO Preprints server, which must be adapted according to RBCP's editorial standards before submission. Articles should be written in Times New Roman, size 12, spacing 1.5, and should include no more than 10,000 words, including tables, charts, figures, and references.

Book Review: Reviews of books published within the last 36 months from the date of submission by the author. All reviews are evaluated by the Editorial Committee based on two criteria: (i) suitability to the Journal's editorial policy and scope, and (ii) relevance of the book to the field of political science. The review editor may request external peer review if deemed necessary. Reviews should contain a maximum of 2,500 words, in Times New Roman font, size 12, spacing 1.5, without an abstract.

Authors' contribution

RBCP adopts the CRediT (Contributor Roles Taxonomy) taxonomy to identify the contributions of each author in the article. In case of acceptance for publication of an original article with more than one author, the roles normally performed by each contributor in the research results must be indicated, considering the following roles: a. Participation in conceptual discussion. b. Fieldwork and research (if applicable). c. Participation in discussion of results. d. Revision and approval of the final version of the work. RBCP advises that this information be inserted in the final version of the article, after the bibliographic references, following the model below:

CRediT:

Authors' Contributions: a. Participation in conceptual discussion: LAST NAME, first name(s) of author(s). b. Fieldwork and research (if applicable): LAST NAME, first name(s) of author(s). c. Participation in discussion of results: LAST NAME, first name(s) of author(s). d. Revision and approval of the final version of the article: LAST NAME, first name(s) of author(s).

If all authors have participated in all stages, indicate:

All authors participated in the stages of conceptual discussion, fieldwork, discussion of results, and revision and approval of the final version of the article.

For more information about the CRediT system, visit the official website.

After acceptance of the article, the author(s) must also submit, along with the corrected final file, the ORCID number(s) of each author. The DOI of the article is assigned by the editing and layout team of RBCP at the time of article preparation for publication.

Manuscript format and preparation

Text Anonymization

In order to ensure the anonymity of authors and reviewers in the evaluation and selection process, any reference that allows for the identification of the author (indication of previous presentation in seminars, first-person references to previous works, etc.) should be eliminated from the text. Accordingly, the texts SHOULD NOT include a cover page. It is also important to remove the author's name, if included, from the document properties.

References to the Author's Own Work: References to your own work should be made in the third person to avoid revealing your identity. For example, replace any phrases like "as we have shown before" with "as has been shown before (Author, Year)". If it is necessary to cite your previous work, do not include references that are not widely available or that may reveal your identity through document details.

Document Metadata: Ensure that the document metadata is free of all identifying information. This includes author names, institution details, and any other information that may reveal the authors' identities. Instructions for removing metadata vary by software and can usually be found in the "Properties" or "File Info" section of the document file.

Acknowledgments Section: If you have acknowledgments that may reveal your identity, such as information about grants or thanks to individuals for assistance, they should be removed from the initial submission and included only in the final draft after acceptance.

File Names: Do not include personal names in the file names of documents submitted for review; instead, use descriptive titles and version numbers (e.g., "Manuscript_v1.pdf").

Figures and Tables: Ensure that figures and tables do not contain identifying information or metadata that may reveal the authors' identities. This includes checking the properties of all images and the text of all tables.

Article Formatting

Articles should include:

1. Abstract in Portuguese and English (up to 250 words), summarizing the purposes, methodology, and conclusions of the work. Abstracts should be placed at the end of the article, after the bibliography.

2. 4 to 6 keywords in Portuguese and English that identify the content of the article.

3. The article should consist of introduction, development and data analysis sections, and conclusion. The sections of the article should not be numbered but identified using the following formatting:

a. Section title in bold format

b. Subsection title in italic format

Data Replication

Articles based on quantitative data must provide, when and if the manuscript is approved, the database used in the analysis, the codebook describing the variables, and the code for replication or the series of steps of the analysis.

If the database used belongs to third parties, the author(s) should provide a link for public access to the original file.

The database should be in a format easily accessible to conventional statistical software, such as R, Stata, SPSS, and Excel.

Microdata referring to human subjects must be completely anonymized to protect the confidentiality of information.

The codebook should indicate the variable name, its description, and the data source.

When applicable, the code for replicating the analysis should be extensively commented.

When the article does not use statistical software that allows the creation of a replication code, the author must describe the procedures, step by step, to enable replication.

In the case of articles based on surveys, it is also necessary to provide the questionnaire used in the research.

The databases and codes will be made available on the Journal's page on the Dataverse Portal.

References Format

Bibliographic references should be prepared according to the standards of the Brazilian Association of Technical Standards (ABNT, NBR10520/2023). In the body of the text, they should be identified within parentheses, according to the following model:

(Last name of the author, year) or (Last name of the author, year, page). Example: (Reis, 1989) or (Reis, 1989, p. 64). Different titles by the same author published in the same year will be identified by a letter after the date.

Example: (Diniz, 2003a), (Diniz, 2003b).

In the case of more than one author, separate the names with a semicolon.

Example: (Reis; Diniz, 2003).

Texts must be submitted via the SciELO system, in a file with a ".doc" or ".docx" extension. Charts, maps, tables etc. should be sent in the body of the text. Images and/or figures should be sent in jpeg format, 300 dpi resolution. The author will be responsible for reproduction copyright.

At the end of the text, bibliographic references should be listed in alphabetical order:

Book: LAST NAME, First name. Title in Bold: subtitle. Edition number, if not the first. Place of publication: publisher's name and publication date.

Example: BAUMAN, Zygmunt. Globalização: as consequências humanas. Rio de Janeiro: Jorge Zahar, 1999.

Manuscript submission

Articles should be submitted through the SciELO Submission System. The author must register in the system and follow all the steps indicated in the platform's instructions.

Submitting the same research to more than one journal is expressly forbidden. When authors submit their articles, they must declare that the content is unpublished, that it has not been published or submitted to any other publication, in any language.

Along with the submission of the anonymized text, a supplementary document must be submitted stating the institutional affiliation of all the authors, a link to their Lattes CV or equivalent and a 5-line "mini-bio".  All co-authors must have participated directly in the research and/or writing of the text.

Any questions about the submission process or the evaluation of manuscripts should be sent to the journal's institutional e-mail address: rbcp.unb@gmail.com.

It is the author's responsibility to guarantee the authenticity of the information and data provided in the article. All articles and reviews must contain a list of references. Sources must be clearly referenced in the text and bibliography.

In the case of quantitative research, data and scripts for replication (the database used in the analysis, the dictionary of codes describing the variables and the code for replication or the series of steps in the analysis) must be provided when the submission is accepted for publication. This data will be published on the journal's Harvard Dataverse page when and if the manuscript is approved. If the database used belongs to a third party, it can be made available with a public access link to the original file.

Once accepted for publication, the institutions and research projects in which the work was carried out, as well as the organizations that provided financial support, must be identified in the final version of the text.

It is the author's responsibility to inform the editor if they discover any errors, incorrect data or misleading information. By submitting the article, they must agree to report and correct any errors.

Authors must act as peer reviewers for other articles in their subfield of knowledge.

After publication in the Journal, authors must wait at least one year before submitting a new article.
