The history and the future of editing scientific journals in Brazil

The challenge of publishing a scientific journal in Brazil such as Cadernos EBAPE.BR represents a significant contribution in building the field of knowledge in the area of applied social sciences. It promotes interaction with researchers from all over the world and offers publishing opportunities for international studies. Scientific journals encourage the adoption of a consistent methodology in research, and promote a democratic debate of ideas in the field, since studies are submitted to peer review (in the case of our journal, blind peer review) during the evaluation processes, which allows authors to use the peers’ opinions to improve their research. Therefore, scientific publishing is crucial in the process of creating knowledge and solving problems in a field of interest.

In 2006, the National Association of Graduate Studies and Research in Administration (ANPAD) celebrated its 30th anniversary. In the association’s national meeting (EnANPAD) of that year, in Salvador, Professor Carlos Osmar Bertero, president of ANPAD at that time, said:

“Companies and nonprofits are organizations, while the state and the family are institutions. Organizations may be long-lived, but institutions tend to last for centuries. Professor Bertero shows how ANPAD was an organization that helped to establish the Master’s and PhD programs in Brazil, graduate programs created in the 60’s and consolidated in the 70’s. ANPAD has helped to create and to institutionalize new practices in universities (teaching organizations) and graduate programs. Bertero also points out how the various associated programs cooperate to face the challenges of innovation, even though there is competition among them. This was an important reflection on the creation of the field of knowledge in tourism and public and business administration in Brazil, based on the support from ANPAD. Several scientific journals stemmed from this context, helping to build this history. They have disseminated research works, encouraging the debate, and contributing to the preparation of postgraduate students in the country.

This year ANPAD celebrates its 42nd anniversary, and it has changed during the years, always open to innovation. The scientific journals have followed this pattern of change and innovation, moving from print to online publication, increasingly publishing in more than one language (usually Portuguese and English or Spanish), and submitted to classification by Qualis/Capes Brazilian evaluation system (according to criteria that have evolved and are continually updated). There are numerous challenges for Brazilian journals today. Some of them are the process of internationalization; indexation; publishing thematic issues to present national and international cutting-edge scientific production; updating the editorial board; relying on the contribution of Brazilian reviewers and international researchers; and to achieve an internationally relevant impact factor.

Also, it is noteworthy the recently started graduate programs in the North, Northeast and Central-West regions of Brazil - and their first scientific journals - which are playing an essential role in disseminating research, presenting their particular difficulties in this first moment and their achievements, and contributing to introduce new scholars in the field.

This special issue of Cadernos EBAPE.BR is dedicated to reflecting on the main challenges and the history of scientific publishing in tourism and public and business administration in Brazil. Several editors of Brazilian scientific journals have contributed to this essential reflection aimed at learning from our history and thinking about our future together.
