The international security agenda in the Post-Cold War world has changed. New threats, mostly internal, rather than external, have gained importance and challenge traditional theories of security. This article analyzes official documents produced by national and international actors. It is possible to identify political and legal incentives for the participation of military forces in police activities. This, however, might endanger a democratic regime.
