This paper analyzes the Medical Act Law as the result of an attempt of professional corporations to assume leadership and control of the professional market, the main if not the only reason for this law project. In a scenery of implantation of public policies directed to universality and citizenship demanding new forms of education for physicians and other health professionals, the bill 25/2002 is an answer to those, who want to limit the space of action of the profession, subordinate it to the state and to the market, creating a twisted concept of the physician as a mere conductor of procedures. The aim of this paper is thus to discuss this law from the viewpoint of a social question, to examine the professional practice carefully in the light of the interests and demands of society, and to induce a critical analysis of the direction we seek to give to medical education.
