This paper analyzes the relationships amongst the following groups: the World Bank's directors, technicians, and counselors who promoted a political project for public education supported by the Brazilian group, from the Department of Education (MEC). The author points out the power the relations between both sides and the appropriation of the Brazilian institutional structures of education through the development of projects, programs, and plans that reach the inner environment of public schools, one of which is the political-pedagogic project.
