Education of the deaf is being structured in various Brazilian States to obey the national guidelines for special education (Resolution CNE/CEB n. 2, from September 11, 2001; Act nº 10.098/94, from March 23, 1994, especially the chapter VII, that regulates accessibility to sign language; and act nº 10.436, from April 24, 2002, that deals with the Brazilian sign language). This paper shows how the public policies for the education of the deaf are being implemented in the State of Santa Catarina, their proposals, decisions and the trends such implementation follows. It also presents a critical analysis of the relationships that these proposals maintain with the desires and fights of the movements for the deaf. As a development, it reveals that the actions in the State of Santa Catarina depend both on various factors that far exceed the legal aspects: as, for example, issues of political and economic order, and on the professionals involved, who are still training.
