Since the antiquity, the "small rest" of faith in Life that persists, is a protection against the chaos. Local Development is the answer. Paulo Freire said: "My experience along with other experiences, are the basis for hope". Popular Education in health points to making a productive project with identity. Our example comes from Balsa las Perlas, a township on the banks of Rio Limay of the province of Río Negro, Argentina. People settled in a territory known for its harsh climate and transformed it into a community claiming its rights. The interest of this very population led it to obtain a level II health care center, a permanent physician, the qualification of a local nurse and a health worker, radio communications with a network of hospitals and open doors to the participation of the people. This yielded its fruits later, since this place is never forgotten, nowadays, when it comes to granting state resources.
