The development and deployment of SINAES were marked by setbacks and struggles behind the scenes of the Lula administration. In fact, some normative acts and guidelines seem to contradict one another. In 2008, belying the expectations that SINAES would play a central role in regulation, two indicators were created: the Conceito Preliminar de Cursos (CPC - Preliminary Concept of Courses) and the Índice Geral de Cursos (IGC - General Index of Courses). Adopting simplified regulation instruments, applying rankings, and intensively using the media revived the main Education policy features of the previous administration, by Fernando Henrique Cardoso. After identifying continuities and disruptions between both governments, this paper discusses the hypothesis that such indicators were a response to the requirement, inherited from the previous administration, to regulate the system through evaluation. Thus, despite the inclusion goal proposed by the current government, the logic of privatization still prevails.
