Criminal Intelligence is essential to combat organized crime. However, the Brazilian experience in the area has not been very fructiferous. The trajectory of the Primeiro Comando da Capital (PCC) [Portuguese for First Capital Command, a Brazilian prison gang and criminal organization], which led to the May 2006 attacks, shows that intelligence agencies either failed to appreciate the risks of attacks or have not been well used by the rulers.
