Addressing socio-environmental conflicts in cases of coal mine subsidence in Brazil and the USA

This paper analyzes the social and environmental conflicts related to impacts of over underground coal mines in Santa Catarina, Brazil, and Illinois, USA, in order to identify "lessons learned" by participants of the implementation of the subsidence regulations in Illinois that may be relevant for future environmental management in areas affected by in Brazil. Illinois has a large experience in this issue because 2,8% of its area have been mined out for coal. It is assumed that these conflicts represent obstacles to sustainable development in the coal mining region of Santa Catarina. The study methodology consisted of a literature review, questionnaire applications and interviews carried out with specialists in coal mining. The most important lessons learned in Illinois refers to the need of having a thorough knowledge of the areas underground mined for coal in order to conveying clear and objective information regarding the potential risks of subsidence and also offering insurance to the population.
