The human rights and citizenship movement has been a key agent in the processes of democratic consolidation that have taken place in the Andean Region and the Southern Cone over the last two decades. Yet civil society organizations need to change their strategies in new post-dictatorial contexts. In this article, some of the central challenges that confront these organizations will be identified. I would especially like to thank all my colleagues at the Ford Foundation Office for the Southern Cone and Andean Region for their valuable feedback on earlier versions of this article.
