In this work we aim to carefully analyze the diagnosis made by the Education Sector of the National Development Council - Conade - during the sixties and the impact that it had on the University policies of Onganía´s military government. After an initial phase of repression, the so called university problem ceased to be related with the political radicalization of students. Along with a series of reports produced by official and unofficial bodies, the issue began to be considered closely related with the development ideas, focusing on the Organization and performance of the University and its inability to cope with excessive numbers of students, which resulted in a high dropout rate and, consequently, poor results in the formation of human resources.
