A informação é uma ferramenta essencial para a afirmação da democracia no mundo contemporâneo. Seja ela a informação cotidiana veiculada pelas várias mídias à sociedade, seja a informação científica, quer para a população em geral, quer para os pesquisadores ou profissionais de saúde.
É desta última, a informação científica, e do sistema de saúde que desejo falar neste editorial.
É cada vez mais essencial para o pleno exercício do direito constitucional do controle social sobre o sistema de saúde que a população tenha informações sobre sua situação sanitária e sobre a organização e a oferta dos serviços de saúde.
Em vários momentos a Lei Orgânica da Saúde faz menção à questão da informação. Assim, o primeiro objetivo atribuído ao Sistema Único de Saúde é "a identificação e divulgação dos fatos condicionantes e determinantes da saúde", e um dos seus princípios é a "divulgação de informações quanto ao potencial dos serviços de saúde e a sua utilização pelo usuário". Ainda na Lei, estão relacionados entre as atribuições comuns aos três níveis de governo "o acompanhamento, a avaliação e a divulgação do nível de saúde da população e das condições ambientais", bem como a "organização e coordenação do sistema de informação em saúde".
Cabe, por conseguinte, que trabalhemos arduamente para constituir sistemas de informação em todos os níveis do sistema, de forma a permitir o efetivo controle social sobre o sistema de saúde. A Fundação Oswaldo Cruz (Fiocruz) tem buscado desenvolver metodologias e apoiar a organização desses sistemas em diversos estados e municípios.
No campo da informação em saúde e ciência para a população em geral, a Fiocruz criou o Programa Reunião, Análise e Difusão de Informação sobre Saúde (Radis), um projeto pioneiro na América Alatina, com 40 mil exemplares de tiragem para cada uma de suas publicações: Jornal do Radis (ex-Proposta), Súmula, Dados e Tema.
Com uma moderna concepção de comunicação social, a Fiocruz tem procurado abrir-se para a população em geral, através de todas as mídias, bem como marcar sua presença em eventos como o que realizou no Dia Nacional de Vacinação deste ano, quando tivemos o campus visitado por mais de vinte mil pessoas de todos os recantos do Rio de Janeiro.
A modernização das linguagens fez a Fiocruz buscar formas avançadas de divulgação dos temas da saúde e da C&T. Um bom exemplo disso é a recém-criada Distribuidora de Vídeo, ligada ao Centro de Informação Científica e Tecnológica, que pretende colocar um acervo de mais de 4.000 fitas disponíveis para copiagem e distribuição para entidades de saúde e organizações populares.
São muitas as outras atividades desenvolvidas pela Fiocruz no campo da informação. Devo ainda mencionar a implantação da Editora Fiocruz, um velho sonho de todos quantos militam na Instituição. Seus primeiros quatro títulos serão lançados em julho de 1994, seguindo-se até o final do ano mais quatorze obras. A Editora reunirá os dois tradicionais periódicos científicos da Fundação, o Memórias do Instituto Oswaldo Cruz a mais tradicional revista de medicina experimental e biologia da América Alatina, agora no seu 89º volume e estes Cadernos de Saúde Pública, que em 1994 cumprem dez anos de profunda existência. Mas aventura-se, também, no lançamento do primeiro número de um terceiro periódico, dedicado à pesquisa histórica e à preservação da memória, com o sugestivo título Manguinhos: História, Ciências e Saúde.
Assim, nos primórdios do Século XXI, cumprem-se velhos sonhos e reafirmam-se projetos bem-sucedidos naquilo que se constitui a essência da Fundação Oswaldo Cruz desde a sua criação no início do Século XX: servir a população brasileira no seu afã específico de contribuir para a construção da ciência e tecnologia em saúde no Brasil.

Information is an essential tool for the affirmation of democracy in the contemporary world. It can be day-to-day information, transmitted to society through the various mass media, or scientific information, whether for the general population or for researchers and health professionals.
Is this Editorial I intend to deal with the latter scientific information and information pertaining to the health system.
In order for the population to fully exercise their constitutional right to social control over the health system, it is increasingly crucial for them to have information on both their state of health and the organization and supply of health services.
Information is mentioned a number of times in current legislation on health following the 198 Brazilian Constitution. Thus, the first objective of the Unified Health System (SUS) is "to identify and publicize the factors that condition and determine health", while one of its principles is "to publicize information on the potential of health services and their utilization by users". Legislation also identifies attributions that are common to the Municipal, State, and Federal levels of government: "to monitor, assess, and publicize the population's standard of health and environmental conditions" as well as "to organize and coordinate the health information system".
We must thus work hard to build health information systems at all different levels of the Unified Health System in order to facilitate effective social control over it. The Oswaldo Cruz Foundation (FIOCRUZ) has sought to develop methodologies and to support the development of health information systems in a number of States and Municipalities in Brazil.
In the field of health information and science for the general population, FIOCRUZ established the Program to Gather, Analyze, and Publicize Health Information (Radis), a pioneering project in Latin America which edits and distributes 40,000 copies of each of its publications: Journal do Radis (former Proposta), Súmula, dados, and Tema.
With a modern concept of social communications, FIOCRUZ has sought to open itself up to the general population through all the various mass media as well as to participate in events such as National Vaccination Day this year, when over twenty thousand people from all over Rio de Janeiro visited our campus.
Modernization of various forms of language has led FIOCRUZ to pursue advanced formats for publicizing issues pertaining to health and science and technology. A good example of this is our recently created Video Distribution Department, affiliated with the Center for Scientific and Technological Information, which will make a collection of over 4,000 videotapes available for copying and distribution to health programs and community organizations.
A number of other activities are developed by FIOCRUZ in the field of information. Among others I should mention the FIOCRUZ publishing House, a long-standing dream of all who have been active in the institution. The first four volumes will be released in July 1994, with fourteen more by the end of the year. The Publishing House will include two of the Foundation's traditional scientific publications, Memórias do Instituto Oswaldo Cruz, Latin America's most traditional journal in experimental medicine and biology, now in its 89th issue, and Cadernos de Saúde Pública, which is completing ten years of fruitful publication in 1994. In addition, it will be taking a pioneering step in publishing the first issue of a third new periodical, devoted to historical research and preservation, with the suggestive title of Manguinhos: História, Ciência e Saúde.
Thus, on the threshold of the 21st century, old dreams are being fulfilled and successful projects are being consolidated in that which has been the essence of the Oswaldo Cruz Foundation ever since it was founded in the early 20th century: to serve the Brazilian people in a concerted effort to help build health science and technology in Brazil.
