  • Brazilian Hybrid Security in South America Articles

    Villa, Rafael Duarte

    Resumo em Inglês:

Abstract Existing research on security governance in South America functions on dichotomous lines. Analysis of Brazil’s security practices is a case in point. On the one hand, scholars point out the balance of power and hegemonic institutions as the main discourse in the security practices between Brazil and its South American neighbors. On the other hand, some other emphasize the importance of democracy, cooperation on defense and security, and peaceful conflict resolution between states in the region as indicators for the emergence of a security community between Brazil and its neighbors in the South American region. The way in which multiple orders coexist is not given adequate attention in empirical research. This article seeks to overcome this dichotomy. By foregrounding Brazil’s regional security practices, particularly during the Lula and Rousseff administration, I show the hybrid and sometimes ambivalent security governance system in Brazil, where mechanisms of balance of power and security community overlap in important ways.
  • Brazil’s Nuclear Submarine: A Broader Approach to the Safeguards Issue Articles

    Costa, Eugenio Pacelli Lazzarotti Diniz

    Resumo em Inglês:

Abstract The article discusses the issue of nuclear-propelled submarines as a nuclear non-proliferation question, addresses the issue of safeguards procedures and arrangements, and suggests a broader, political approach to allay international concerns. Such safeguards arrangement would set the precedent for future arrangements, and particularly if integrated into a more comprehensive approach, might strengthen Brazil’s hand in nuclear negotiations, including on disarmament.
  • The South American Defense Council: the Building of a Community of Practice for Regional Defense Articles

    Vitelli, Marina Gisela

    Resumo em Inglês:

Abstract While the South American Defense Council has been analyzed as a security community, we argue that it is best described as an early stage community of practice, since it has successfully set in motion a regular interaction dynamic between numerous defense actors, as we demonstrate with concrete examples. We further discuss political support as a prerequisite for regional defense identity.
  • Grand Strategy and Peace Operations: the Brazilian Case Articles

    Alsina Júnior, João Paulo S.

    Resumo em Inglês:

Abstract This article aims to contribute to the analysis of Brazilian grand strategy and the place of UN peace operations (POs) in the context of this strategy. It deals with the political economy of POs and grapples with the trends of POs in the recent past, especially the increasingly robust mandates of peace operations and their implications. Brazilian participation in peace operations is discussed, focusing on its main characteristics and the consequences of an absence of consensus on the role of POs for the country´s grand strategy. Finally, suggestions are proposed that might create synergies between participation in POs and Brazil´s grand strategy.
  • The Brazilian Engagement with Peace Operations: a Critical Analysis Articles

    Blanco, Ramon

    Resumo em Inglês:

Abstract It is clear that Brazil seeks to enhance its international standing through an increasing engagement with peace operations. This paper argues that the more Brazil seeks to increase its engagement in the manner in which it is currently pursuing it – essentially by deploying troops – the more Brazil actively constructs its own subalternity with regards to international peace. In order to develop this argument, this paper initially delineates the Brazilian historical engagement within peace missions. Then, it critically problematizes such engagement by analysing it in light of the particular role that peace operations play within international politics.
  • Explaining Defense Cooperation With Process-tracing: the Brazilian Proposal for the Creation of UNASUR South American Defense Council Articles

Teixeira Júnior, Augusto W. M.; Silva, Antonio Henrique Lucena

    Resumo em Inglês:

Abstract How can defense cooperation with process-tracing methodology be explained? To answer this question, this paper tests the ability of process-tracing explanations in the case of the Brazilian proposal for the creation of the Union of South American Nation’s (UNASUR) South American Defense Council (CDS). Combining process-tracing methodology with a case study research design, this paper analyzes which causal pathways, mechanisms, timing of events, and policies best explain Brazilian behavior.
  • The Brazilian participation in UNIFIL: raising Brazil’s profile in international peace and security in the Middle East? Articles

Silva, Antonio Ruy Almeida; Braga, Carlos Chagas Vianna; Marcondes, Danilo

    Resumo em Inglês:

Abstract Brazil’s involvement in the United Nations Interim Force in Lebanon (UNIFIL) since 2011 has allowed for a direct participation as part of international peace and security efforts in the Middle East, strengthening the country’s credentials as it presents itself as a ‘peace provider’. Informed by academic contributions on issues of responsibility and recognition, the article discusses Brazil’s engagement with particular reference to UNIFIL’s Maritime Task Force, and the implications of such participation for its broader foreign and defence policy agenda.
  • The role of Brazil in multilateral disarmament efforts Articles

    Duarte, Sérgio de Queiroz

    Resumo em Inglês:

Abstract This article examines Brazil’s motivations, objectives, and action in international instances related to nuclear disarmament, non-proliferation, and arms control, particularly the Treaty of Tlatelolco and the Treaty on the Non-proliferation of Nuclear Weapons (NPT). The paper describes the evolution of Brazilian attitudes and decisions and discusses prospects for nuclear disarmament opened by the proposal of a treaty prohibiting nuclear weapons.
  • Brazilian national defence policy and strategy reviewed as a unity Articles

    Proença, Domício; Lessa, Marcus Augustus

    Resumo em Inglês:

Abstract This article reviews Brazil's capstone directives for defence: the Política Nacional de Defesa (National Defence Policy) and the Estratégia Nacional de Defesa (National Defence Strategy). It presents an overview of their contents and discusses how they might be read by polities or agencies through the lenses of Strategic Studies and Public Policy of Science, Technology, and Innovation.
  • UNASUR, Brazil, and the South American defence cooperation: A decade later Articles

Vaz, Alcides Costa; Fuccille, Alexandre; Rezende, Lucas Pereira

    Resumo em Inglês:

Abstract UNASUR and its Defence Council (SADC) were created under a promising scenario of regional cooperation. Almost ten years later, a growing demand for regional cooperation arises, facing, however, low levels of political willingness from local governments. Through the lenses of structural and neoclassical realism, this paper suggests that the lack of support by governments, especially the Brazilian one, due to a change in how domestic ideas are developed, and a transformation in the regional balance of power, have contributed to these institutions’ quick obsolescence.
