El contexto de bienestar mediterráneo español en el que se insertan los servicios sociales se desarrolló más tarde que en otros países del entorno inmediato. Antes de alcanzar la suficiente madurez y desarrollo se identifican una serie de obstáculos y déficits legales y políticos, que ponen en duda la efectividad del principio universalista de los servicios sociales y su posición real en el sistema de bienestar

The purpose of this article is to explain what has been happening in the current public social service system in Spain. The Spanish Mediterranean welfare context in which social services are inserted, was developed later than in other countries in the immediate environment. Before reaching sufficient maturity and development we can identify several legal and political obstacles and deficiencies that cast doubts on the effectiveness of the universal principles of social services and their actual position in the welfare system

Este artigo aborda a evolução e desenvolvimento do serviço social como disciplina e profissão na Espanha. Depois de um breve panorama histórico que contextualiza a situação atual, focaliza-se a análise no grupo profissional, suas características sociodemográficas e atividades profissionais. A formação dos assistentes sociais na Espanha e sua produção científica completam a radiografia da situação atual da profissão.

This text approaches the evolution and development of the Social Work as a discipline and profession in Spain. After a brief historical review that puts into context the current situation, we focus the professional group, the social and demographic characteristics and the professional activities. The Spanish social workers' background and their scientific production complete the setting of the current situation of the profession.

Este artigo pretende discutir como a política social activa deu origem a um "serviço social activo" e que tipo de questões se levantam à profissão, tendo em conta a orientação subjacente à definição de Serviço Social da Fias. Uma das mais relevantes discussões neste domínio prende-se com a noção de empowerment segundo uma concepção que não se confina ao nível individual, mas se alarga ao nível comunitário e colectivo. A análise ensaiada baseia-se em dados recolhidos em estudos empíricos realizados em Portugal no âmbito do serviço social e da política social.

This article will discuss how active social policy gave birth to an "active social work" and what kind of issues it raises to the profession, taking into account the acknowledged IFSW definition of social work. One of the most relevant discussions in this realm concerns the notion of empowerment and its extent from individual to community level. The analysis will rely on data collected from empirical studies on social work and social policy in Portugal.

O presente artigo faz uma reflexão quanto às tendências hegemônicas de reconfiguração das políticas sociais e da assistência social nos Estados de bem-estar europeus. Introduz, enquanto tendência contracorrente, o pensamento do assistente social alemão Timm Kunstreich, que busca viver, na teoria e na prática, um jeito crítico de exercício da profissão.

Este artículo discute cierta contradicción existente entre el contenido de la Educación en Trabajo Social de Suecia y las realidades cambiantes del sistema de bienestar sueco. La integración social de todos los ciudadanos ya no forma parte de las políticas que rigen las actividades de bienestar sueco, sin embargo, este enfoque sigue siendo una premisa en muchos de los contenidos de la educación institucionalizada de los trabajadores sociales en Suecia.

This article discusses a certain contradiction that exists between the contents of the Swedish social work education and the changing realities of the Swedish welfare system. The social integration of all citizens is no longer part of the policies that direct the Swedish welfare activities, however, this approach continues to be taken for granted as a premise in several of the contents of the social workers' institutionalized education in Sweden.

Este trabalho apresenta uma recuperação da trajetória do Serviço Social como profissão em Cuba considerando as transformações sociais, econômicas e políticas que o país tem apresentado desde a década de 1930. O caminho metodológico percorrido foi pesquisa bibliográfica e documental, bem como utilizou-se das informações coletadas junto aos assistentes sociais cubanos durante a participação no VI Congresso Internacional de Trabajo Social realizado em maio de 2011 em Havana, Cuba. O Serviço Social ganhou destaque na sociedade cubana a partir da década de 1990. Em 2000 inicia-se um processo mais sólido do ponto de vista da institucionalização e da profissionalização da profissão no país.

This paper recovers the trajectory of social work as a profession in Cuba, considering the social, economic and political transformations that the country has been facing since the 1930s. The methodological approach was driven by documentary and bibliography research, as well as the use of some information collected from Cuban social workers during the VI International Congress of SocialWork held in Havana, Cuba, May 2011. Social work has been highlighted in the Cuban society from the 1990s. In 2000 a more solid process to institutionalize and to give a professional feature to social work started in the country.

O texto que segue trata do debate brasileiro sobre a definição de Serviço Social aprovada pela Federação Internacional de Trabalhadores Sociais - Fits na assembleia de Montreal, Canadá, no ano 2000. Na assembleia de Hong Kong, em 2010, a proposta de realização de um workshop no Brasil sobre o tema foi aprovada como estratégia da contribuição latino-americana no processo de sua revisão Este tema será discutido na próxima assembleia da Fits em Estocolmo, de 8 a 12 de julho de 2012.

The following text is about the Brazilian debate on the definition of Social Service approved by the International Federation of Social Workers - IFSW - in the Assembly in Montreal, Canada, in 2000. In the Assembly in Hong Kong in 2010, the proposal of a workshop on the theme in Brazil was approved as a strategy of the Latin American contribution for its review That theme will be discussed in the next IFSW assembly in Stockholm, from July 8th to 12th, 2012.

Este artigo trata da concepção/definição do Serviço Social em uma perspectiva histórica e teórica, levando em conta o contexto em que foi formulada e seus pressupostos. Tem como objetivo contrapor, de forma crítica, os enunciados discursivos sobre a profissão, sem nenhum propósito evolutivo ou exaustivo. O método foi de consulta bibliográfica a livros publicados de autores que tenham servido de referência e a definições de associações profissionais. O resultado da pesquisa mostrou uma diversidade de posições a partir do funcionalismo e do marxismo, da história e das práticas de serviço social.

This article deals with the conceptions/definitions of social work from a theoretical and historical perspective, taking into account its context and presuppositions. The objective is a critical analysis of the discursive enunciations about the social work profession without any evolutional or exhaustive aim. The research method was a bibliography consultation of recognized authors, as well as of professional organizations. The results show that there is a diversity of positions from functionalism and marxism and from social movements and institutional practice.

O artigo visa apresentar a sistematização dos dados sobre pós-graduação e pesquisa nos países hispano-americanos, a partir de documentos apresentados em dois eventos latino-americanos de pós-graduação. O objetivo é estimular a articulação, os convênios e o intercâmbio entre as unidades de ensino brasileiras e as dos demais países do subcontinente latino-americano.

This article presents the systematization of data on postgraduation and research in Spanish American countries Such systematization was done from documents submitted in two Latin American postgraduation events. The goal is to stimulate the joint ventures, the agreements and the exchanges among Brazilian and other Latin American colleges.

O objetivo deste texto é trazer elementos para o debate sobre a formação profissional no contexto da contrarreforma da educação superior no Brasil e suas implicações para o Projeto Ético-Político do Serviço Social. Será explicitado como se tem evidenciado a lógica quantitativa em detrimento da qualidade do ensino. Retomam-se os princípios formativos que orientam a formação profissional em Serviço Social, ressaltando as Diretrizes Gerais da Abepss (1996). Por fim, busca-se resgatar as lutas e estratégias de enfrentamento construídas democraticamente e incorporadas pelas entidades organizativas do Serviço Social brasileiro a fim de ampliar este debate e reafirmar a defesa do projeto profissional.

The aim of this paper is to bring elements to the debate on professional training in the context of the counter-reform of higher education in Brazil and its implications for the ethical-political social work project. It will be explained as the quantitative logic has been made evident at the expense of the quality of education. We resume the principles that guide the professional training in social work, highlighting the Abepss General Guidelines (1996). Finally, we try to rescue the struggles and coping strategies democratically constructed and incorporated by organizing entities of the Brazilian Social Service to extend this debate and reassure the defense of the professional project.
